Gov. Bev Perdue said Thursday that North Carolina intends to establish a state-federal partnership exchange to support implementation of the federal Patient Protection and Affordable Care Act, often referred to as "Obamacare."
In a news release, the governor's office said Thursday was the deadline for states to submit grant applications for two of the three options available: full state control or a state-federal partnership. A deadline to set up a state-based exchange by 2014 had already passed, the governor's office said.
The governor signaled her support of the grant application to begin North Carolina's health care exchange planning process.
Perdue said Thursday that taking this route gives the state input and a degree of control over health care decisions.
Perdue notified Insurance Commissioner Wayne Goodwin, legislative leaders and Governor-elect Pat McCrory about her decision to choose the state-federal partnership model for expanded health care.
"North Carolinais moving forward with implementing a process that provides much-needed health insurance for every citizen," said Perdue. "It is critical for our state to participate in decisions that affect our state's citizens. We will not cede total control to the federal government. It remains my goal to pursue a state-based plan."

However, the move brought a sharp rebuke from Senate Pro Tempore Phil Berger.
"Let's set the record straight – it is not necessary or appropriate for Gov. Perdue to prematurely declare her intent to establish a state-federal partnership exchange," he said. "The initial deadline for the state to make this declaration is February 15, 2013 – three months from today. The voters elected a new legislature and governor last week and policy decisions of this magnitude should be left to them."
