NC bill says US has overreached its authority

Some North Carolina House Republicans want their chamber to make clear it believes the federal government is usurping rights of the state as set in the U.S. Constitution.
Four legislators filed a resolution Tuesday saying many federal government mandates are in direct opposition to the 10th Amendment, which says powers not delegated to the federal government are reserved for the states and the people.
The legislation asks the federal government to cease mandates that don't comply with that amendment and to repeal federal laws with which states must comply or face penalties.
The resolution aligns with a movement among conservatives based on the theory that states are entitled to "nullify" federal authority. Bills in many state legislatures sought to fight President Barack Obama's health care overhaul using the concept.
