    A woman who owns several dogs and cats in Jonesborough faces multiple animal cruelty charges after an animal control officer says he found the animals living in deplorable conditions. Johnson City-Washington County Animal Control Officer Wayne Thomas caught it all on tape.

JOHNSON CITY, TN (WJHL) -

Damien Collins says Friday night was a call for help, "he's been begging for help."

David Collins, Damien's father, called 911 claiming he was going to hurt himself and others. He told police he had the ability to make a bomb.

"That backpack had a components within it that could make an explosive device," said Capt. Matt Howell.

When police arrived David told them he wanted to help them deal with the possible explosive device.

"Whoever else was there with him when he decided to make that phone call know why he did what he did," said Damien.

Damien said his father checked himself into a mental health facility two months ago and now he is, "recounting the whole past every since he went to go get help the first time to see if there was a red flag that I missed or something."

After several hours and using an X-ray to scan the backpack, the bomb squad dismantled the device.

Damien told News Channel 11, "people had to put their lives on the line to find out what was going on."

Now David is "getting help", but Damien says, "and he's going to have to face consequences for that and I don't expect him to do anything less than that."

The incident is still under investigation by Johnson City Police and Damien hopes, "one, he's safe and two, he gets the help that he needs."

No one was evacuated or was injured during the incident.

No charges have been filed against David at this time and they will not be filed if officials believe that he is mentally unstable.
