    A woman who owns several dogs and cats in Jonesborough faces multiple animal cruelty charges after an animal control officer says he found the animals living in deplorable conditions. Johnson City-Washington County Animal Control Officer Wayne Thomas caught it all on tape.

KINGSPORT, TN (WJHL) -

A 4-year-old boy is dead after an ATV rolled down a hill and pinned him against a house in Kingsport, police said Tuesday.

Just after 4 p.m., police said the child was playing "with and around" the ATV parked at the crest of a hill near a home in 500 block of Rogan Street.

"Apparently the child pushed and pulled the ATV and dislodged it from its resting point," said  Ptl. Tom Patton, K.P.D. Community Relations & Crime Prevention Unit.  "While the child was in front of the ATV, it began to descend down the slope toward the house below. The ATV pinned the child against the house. The child received fatal injuries in the accident."

Patton said the ATV engine was not running.  No keys were in the ignition. 

While the investigation isn't finished, no charges have not been filed.

No other information was released by police Tuesday night.
