Sex offender accused of touching children at Phenix City doctor's office arrested

A man identified as a sex offender has been arrested after an incident Thursday where he was accused of touching children at a Phenix City doctor's office.

Gary Lynn Morgan was arrested and charged with Failure to Register as a Sex Offender, Phenix City police announced Friday. Officers were called to the "Phenix City Children" pediatric clinic Thursday after parents complained Morgan was inappropriately touching children and asking them very personal questions.

The clinic says Morgan went to the clinic with his grandchildren and was in the waiting room at the time of the alleged incident. Parents in the waiting room complained to management after Morgan allegedly touched their children on their arms and legs.

Morgan is a registered sex offender in West Virginia but had not registered in Alabama, records show. A West Virginia State Police database shows the 70-year-old was convicted in 2000 one three counts of third degree Sexual Abuse. The victims in that case are identified as two female acquaintances identified as being between 13 and 17-years-old and an adult female acquaintance. He served about two and a half years in a correctional facility following that conviction.

After the incident in Phenix City Thursday, clinic management released a statement that reads in part:

"[Preferred Medical Group] staff and management work to take every precaution to keep children safe. This family was immediately dismissed from our practice," Amanda Bradshaw, the clinic's spokesperson wrote in the e-mailed statement. "We also encourage parents to teach their children to immediately report such behavior to an adult. If an adult witnesses someone behaving inappropriately toward a child in any setting, we encourage them also to report this behavior immediately to the authorities."
