RICHMOND, VA (WWBT) -

A Richmond mother faces felony child neglect charges after her 4-year-old son was twice found wandering downtown.

Richmond police picked up the boy three times in the past week, after finding him wandering outside alone. Police said the boy was picked up early Monday in the area of Broad and Adams streets downtown. Police said they had also picked him up in the same area last Friday.

The mother, Michelle L. Knighten, now has been charged with felony child neglect.

Officers said they believed the first incident was the result of a distracted mother and the second incident was the result of Knighten suffering from a medical condition. Knighten was transported for treatment and the boy was placed in the custody of his father. Child Protective Services were notified after both incidents and responded.

No charges were placed after the first two incidents.

Monday morning, officers were called to the scene again and found the same boy alone on West Broad Street. CPS was notified again.

Authorities said detectives consulted with officers, the Commonwealth Attorney's Office and other city agencies today and it was decided that Knighten be arrested and charged.
