House OKs bill allowing more electronic filings

RALEIGH, N.C. -

Most political campaigns - including those for the legislature - would be required to file campaign finance reports electronically with North Carolina's elections board starting in 2017 in a bill that cleared the House.

The requirement was added to a series of largely technical changes to elections and campaign laws passed Tuesday. Similar language requiring broad electronic filing passed the House last year but sat in the Senate.

The amendment by Democratic Rep. Pricey Harrison would apply to any political committee that raises or spends $10,000 for an election cycle. Right now electronic filing applies to candidates for statewide office and committees that give to statewide candidates, with a $5,000 threshold.

A separate measure approved Tuesday makes clear lawfully-cast absentee votes by residents who die before an election will count.
