TAMPA, FL (WFLA) - A Tampa boy, born with half a heart, will stand by Congresswoman Kathy Castor's side as she introduces the ACE Kids Act to Congress.

Jaden Vidal-Velasquez, 5, has already had three open heart surgeries and is heading back to the operation room in July. His family traveled to D.C. this week to discuss the challenges of accessing care through Medicaid.

The bipartisan ACE Kids Act bill "would help centrally coordinate highly complex care to ensure optimal outcomes for children with medical complexity in Medicaid, while helping to contain costs," according to Castor's office.

It could help establish more "medical homes" like St. Joseph's Children's Hospital's Chronic Complex Clinic, which currently operates at a loss each year.

About three million American children have medically complex cases. Two-thirds of them are covered by Medicaid.

The bill is co-sponsored by Rep. Joe Barton of Texas.
